PHILADELPHIA (WTXF) - Philadelphia police are asking for the public's help in locating a man wanted for the theft of multiple vehicle batteries and vehicles.
According to police, they are looking for 41-year-old Juan Carlos Lugo aka Carlos Martinez.
Police describe him as 5'10", with brown eyes, bald head, salt and pepper beard and goatee.
