People in an apartment complex were finally let back inside their homes, early Thursday, while police investigate an officer-involved shooting that ended up killing one man.

There was a struggle, Wednesday night before 8, in New Castle, Delaware.

It started after police were called to the Coachman's Manor apartment complex in the 100 block of Carriage Way for a welfare check.

FOX 29's Steve Keeley reports at some point, a car apparently driven by a 28-year-old Philadelphia man shoved other cars in the parking lot. (Click police car picture for gallery.)

That's when authorities say he struggled with a New Castle County officer.

At some point, a New Castle County police car was rammed. Shots were fired near the other car, which was towed away just after 6am Thursday.

People living in the complex were being kept from their homes since then - until just before 5:30am Thursday. Many slept in their cars at a gas station.

That man was transported to the hospital and pronounced dead.
