'It's just a mess': Neighbors call small Philadelphia road one of the most dangerous in the city

Neighbors say an ongoing construction project on the 5500 block of Morton Street in East Germantown has turned the one-way road into a complete mess. And when drivers aren't heading down the street in the wrong direction, they're speeding and inflicting costly damages.
