Philly ups its efforts to stamp out smoking with help from feds

Philadelphia is a city with one of the high levels of smokers in the country. Officials launched a campaign to help ween smokers off cigarettes over the summer, and now they're getting some help from the FDA who recently launched a proposal to limit the amount of nicotine in cigarettes.
