Pennsylvania Gov. Josh Shapiro blocks death penalty, calls for repeal

Pennsylvania Gov. Josh Shapiro said Thursday he will not allow Pennsylvania to execute any inmates while he is in office and called for the state's lawmakers to repeal the death penalty.
