Judge raises bail on 2 Philadelphia teens charged in traffic cone beating death of elderly man

Richard Jones and Gamara Mosley, both 14, were charged in the deadly traffic cone beating of an elderly man last summer. After both posted bail with the help from a Philadelphia organization, a judge ruled to hold the teens and raised their bails.
