Family of 8-year-old killed in hit-and-run fighting for change

Jayanna Powell was 8 years old when she was struck and killed walking home from school. Her family is now working with state Sen. Anthony Williams to impose Jay Alerts, which would alert vehicle repair shops of potential hit-and-run suspects.
