Philadelphia DA issues arrest warrant for masked man linked to City Hall encounters

Philadelphia District Attorney Larry Krasner has announced an arrest warrant for Zymire Hughes, 22, the man wanted for threatening and chasing people in a creepy mask near City Hall last week.
