Student, staff safety tops Philadelphia superintendent's 5-year plan

School District of Philadelphia Superintendent Tony Watlington said safety for students and staff tops his 5-year plan. Heading into his second year as the leader of Philadelphia schools, Watlington called beating back rampant gun violence that often times afflicts school-aged teens "a shared responsibility."
