Police: 2 charged after children discovered partially clothed, boy found locked in cage in Mayfair home

Michelle Campbell, 30, and Paul Weber, 31, have been charged with Endangering the Welfare of a Child and Recklessly Endangering a Person. the charges come less than 24-hours after police found two girls, ages 4 and 5, partially clothed outside the home and a naked 6-year-old boy locked in a dog cage inside.
